This character is a tsukumogami.
Tsukumogami is a term used to categorize a type of yôkai. The most accepted definition of the term says that tsukumogami are inanimate objects that once they have served their owner/s for 100 years, they receive a soul and therefore become alive and self-aware.
Tsukumogami can range from weapons to clothes to umbrellas. The umbrella version (karakasa) is typically depicted with one eye, a mouth, two arms and one leg. Another popular one is Ittan-momen, a floating strip of cotton cloth with eyes and arms.
