The character is question is particularly deficient in their knowledge about sex, sexual topics, and their sex appeal for their age.
An example would be an adult character not knowing what a blowjob is, that sex is pleasurable, and so on.
Could also be applied to characters that are 'full of holes'/'すきだらけ-- not understanding sex appeal of their actions, or their vulnerability in said actions. Amano Megumi from link would be an example of that.
