Release info says the original resolution is 1152x720.
Maybe it has something to do with stretching that to a 16:9 aspect ratio?

I have black bars on both sides so it doesn't stretch without keeping the proportion.
I see the stairs on window mode and it's obvious that once stretched for a bigger reso, the aliasing will be more noticeable than it already is.
So I ctrled through the game to get the first two tachie and I see nothing wrong with them. I hope it will be the same with the CG. Weird enough, the letters of the UI are blurred, which means an anti-aliasing is at work somehow. I assume they badly rotated link but it's strange I am the only one who seems obsessed with such detail when it struck me so hard the moment I saw it (which made me think it was on my end).

The engine can be configured and it has:
GPU (バイキュビック=Bicubic) ―Direct3Dを使用して描画します。画質が一番良いですが負荷が高いです。
GPU (バイリニア=Bilinear)一Direct3Dを使用して描画します。画質が良く負荷は音通です。
CPU (バイリニア=Bilinear)一画質は良いですがスペックによっては負荷が高いです。
CPU (ニアレストネイバ-=NearestNeighbor)一画質は汚いですが負荷は軽いです。

I think there's a way in your graphics card control panel to disable anti-aliasing on runtime. I remember doing that for some games (not VNs) in my NVIDIA Control Panel.

I mean, VNs constantly zoom into CG with bad scaling and scale sprites bigger than they have native resolution. Is it that weird that things look terrible in a VN? I'm amazed at every one that never looks terrible.
