Why is School Days a VN, but Long Live the Queen don't?
Why many Gameplay RPG-VNs are here, but Long Live the Queen not?
Long Live the Queen even has no gameplay but only choices and the skill system which every raising game here also have. So why Long Live the Queen is not a VN?

While it would be arguable that the games are more "interactive anime" instead of VNs, they have rudimentary narration and other VN elements to qualify, albeit barely. They are the second most borderline "mod approved" keepers beside the Phoenix Wright series."

It's there because it's more of a hassle to delete it and deal with all the complaints I believe.

I couldn't be bothered to state and restate all the arguments for and against the inclusion of LLTQ (and other similar games), but you can read t7442 and form your own opinion. LLTQ is discussed in the first 10 or so pages, so it's a long read.
