< report >If you're not talking about least talked about good VNs (in which case "hidden gems" would be more accurate), then that's very subjective as underrated would pretty much mean "people tend to rate it worse than i do". For me those would be:

Cartagra ~Tsuki Kurui no Yamai~
Bullet Butlers
Kikouyoku Senki Tenkuu no Yumina
SWAN SONG,Phantom -PHANTOM OF INFERNO- and CROSS†CHANNEL are honorable mentions for being underrated by the western community but not by the japanese one.

While this one is popular, its rated lower than I feel it deserves as well.
Cyanotype Daydream -The Girl Who Dreamed the World-

One of the only games by AG HTP that strays from the basic formula they've been using for long time. No under the one roof trope and every girl is vastly different to one another, no slight variations for virgin teaser type of girl. Lots of fun to read as every main route is super unique and character interactions are either funny as fuck or really hot.

2. Monmusu Quest! Zenshou ~Makereba Youjo ni Okasareru~ - it's quite popular but a lot of people hate it. Other people think it's one of the best stories ever.
3. DUEL SAVIOR - Great game from GIGA. Never seen people mention it.

VNs:
1. MYTH - kinda nieche and very unique.
2. Sayonara o Oshiete ~Comment te Dire Adieu~ - was very nieche before, but it's quite popular now.
3. Rinjin -Neighbor- - almost nobody knows about this VN but it's good.

#5 as for cyanotype...its very simple why its rating is so low. most of them are reviewing the translated release which was horrifically butchered. luckily there is a restoration patch for the game. Personally the game just wasn't my cup of tea. but the huge controversy that came with the games initial release left a bitter taste in fans mouths and likely deterred a lot of people from touching it

#8 for I/0 it felt like it was desperate to be deep and taken seriously but was none the less very dull and painful to read through. I usually love stuff like that but the game bored the hell out of me.

myth was an excruciating read for me, it feels like a game painfully trying to be super deep and metaphysical but all it ended up doing was getting way too weird for it's own good and doing all kinds of random stuff to try and surprise you. it felt like a fever dream.

< report >Forest and Tokyo Alice are two acid trips of a VN that don't get talked about nearly as much as they should. Overdrive VNs tend to be underrated in general, but Dengeki Stryker in particular is often overlooked when it shouldn't be because of how much sheer fun it is. Toushin Toshi II is a simple JRPG executed very well. Marunomi is a pretty unique eroge with a surprisingly heartfelt story.

Non-Japanese VNs are all underrated by default unless they reach meme tier status like Katawa Shoujo or Doki Doki Literature Club. Of particular note are VNs made by ebi-hime, of which several are gems despite her high output relative to other EVN makers. Some other notably underrated EVNs IMO are Shining Song Starnova, My Darling In The 90s, and Crimson Gray.

@3 Yumina is pretty love it or hate it. Its flaws can be intimidating and the excruciating requirements to get the true end doesn't help much.

More like they tried to read it but they had to fight against the godawful DVDPG medium. I heard horror stories about this localization and I am glad I could enjoy the VN to its full glory. Game was released on the worst support possible and just looking at the font on VNDB's screenshot makes me retch.

The most underrated VN is Fata Morgana no Yakata. Everybody knows that.

So what we need to consider are VN's with a score that doesn't reflect their quality. Preferably in a close to objective fashion.

Ok, then the Neko Para series comes to mind. It's very well known, but it's current rating doesn't reflect the many good qualities it possesses.
