Personally I'd say that at least some of them are qualified for entry, but especially the Kagikko L-only titles are imo. The fact that the "intended" method of consumption is created through HTML+MP4 rather than ("insert video rendering format and/or application enviroment for the program to run it") should be irrelevant.

I wouldn't argue if(/for any) releases that only has MP4 files, even if they present the content in the same way. If you'd exclude anything just because it uses HTML over an application for it's structural formatting I'd apply the same logic to every title that has a more movie-esque delivery format but in some form of application - and there's likely a pretty large amount of them here already. Heck, just recently I've played/read a lot of titles that would be up for scrutiny based on those standards - as they're low on some of the more "standard" VN features while mostly functioning as a movie run in an executable format.. and I didn't even check to see if all such titles were on here.
Some examples; Certain titles from Ekikon Kenkyuukai, Azunyan to Nyan Nyan!, Zenjidou Kyousei Nakadashi Room e Youkoso! -Sagarake Sanshimai no Tanoshii Sexlife-, Omatase! Instant ~Anata wa Dare o Meshiagaru?~ and to a lesser extent DS[Daemon Slave]04 Namaiki Akuma Shimai Kousoku Choukyou. Those are just cases I added to my list the past month or so.
Some of these are arguably up for scrutiny even if we don't apply those standards.

The reason that Katei Saien uses the structural format that they do is probably for two reasons - One is that (almost) all of their titles used Flash in the past, looking over them it seems that 'Dame! Zettai! 0' was the last title that was originally released in their old format, older titles have now either been converted to the new "HTML+MP4 Format" or come with a set of MP4 files along with the original flash version to allow the majority of customers to actually use the products - otherwise they wouldn't be up on DLsite anymore.

Two: The reason they use the HTML format in the first place is because (some of?) their Flash titles used a similar format - you had HTML as the "hub" instead of a program or SFW file, essentially using Flash over video files as a simple way of the limited interactivity there is; Pausing, small choices etc, with the HTML having scene selection and whatnot?

From what I gather, when they made the transition and started creating their new content in HTML+MP4 they instead moved those functionalities to the HTML portion instead - which creates the same end result as before (if they intend for it to do so).

Note: I haven't actually checked out the HTML versions yet, mostly because the only features I'd be interested in that I can't get from just watching the movies are extras - potential biographies of characters or other "fluff" features. The only reason I haven't used them is largely because I can't hook and translate the actual story itself - neither for the MP4 titles or the flash titles. Because of that fact - with the exception of Kagikko L-only (1) which has an English release - I unfortunately can only really enjoy most of their works strictly as H-content.. apart from the few titles where the heroine's narrative portion is large enough to give me some reasonable level of plot context. Based on what it seems like as well as based on Kagikko L-only there are likely more titles I'd be interested in the plot of - I enjoyed Kagikko L-only enough judged as a whole enough to give it a score of 7.2.

Personally I'd see judging HTML that harshly when it is used in the same way you'd set up a program for a VN as downright discrimination.. format discrimination? Anyway. On the other hand if someone used HTML as a hub for their movies but nothing more - no extra content, functionalities or images other than the ones for the hub page and movie selection page - if it has one - then that's a different story. I'd look at any executable done the same way with the same scrutiny - some of them are really only glorified video players.

TL;DR - HTML should be an affectable format if it's used as a proper format. Likewise other formats are just as unacceptable as a HTML format who does the same if they confer nothing to what is otherwise largely just a (slightly) narrated movie.

< report >There actually is a distinct difference if it's a complete navigable translation that therefore allows the player to choose their path through the story rather than only sitting and watching someone else play. It's also specifically designed to be used in conjunction with a copy of the game.

Whether that's enough to count as a release I don't know and am not stating an opinion. Only weighing in on 'basically no different'.

We do allow read-along translations. While it's not necessarily convenient, you can legitimately read a VN by opening it and the translation in separate windows. This is distinctly different from video translations, where you aren't even playing the game anymore.

The only VN is the very first release of the original Melty Blood, (and Re-Act by extension of being an expansion pack). Every other release was not a VN. It's unlikely that the reboot will include any sort of VN mode again.
