why does the game sometimes list it for all ages and other times it's 15+?

Probably because they're on different platforms with different rating standards. The 15+ releases are for consoles, which require a more specific content rating than the general "no sex = all ages" that seems to go for Japanese PC games.

Basically, I don't think there is actually a ratings standard for PC games in Japan. So VNDB goes by the general rule of sex=18+, no sex=all ages. Console/handheld games follow the CERO format.

edit: Actually, there is the EOCS ratings standard for PC games in Japan but I don't know if anyone actually bothers using it because it seems to be voluntary and shops that sell eroge certainly wouldn't give a fuck.Last modified on 2014-05-25 at 05:47

Console games released in Japan are required to have a classification from the Computer Entertainment Rating Organization (CERO).

On the other hand, PC games do not require a rating. However, basically all commercially-produced eroge will be classified by the Ethics Organization of Computer Software (EOCS). Since the EOCS will refuse to classify any eroge they deem to contain illegal content (uncensored explicit material, for example), this is a guarantee to the game's publisher that they won't get into trouble, and a guarantee to shops that they won't get into trouble either.

Games that have been given an 18+ classification by the EOCS can be identified by a peelable shiny silver sticker with green text that looks like this:

On VNDB, we go by the following workflow:
1. Has the game been classified (CERO, EOCS, game publisher, etc.)? If yes, set the game's rating to match. If no, go to step 2.
2. Does the game contain explicit sexual content? If yes, set the game's rating to 18+. If no, set the game's rating to all-ages.
